Protecting civilians requires trust, accountability, and responsible stewardship.
While Web3 enables decentralized communities, humanitarian organizations have unique responsibilities toward affected populations, staff, partners, and donors. For this reason, CIVIC believes that decentralization should be approached progressively, allowing community support to grow alongside the organization's ability to engage it responsibly.
This proposal tests the following assumption:
Humanitarian ecosystems become stronger when community support grows progressively rather than attempting immediate decentralization.
Rather than immediately decentralizing governance or operational responsibilities, CIVIC will progressively expand the ways in which the community can support and strengthen its mission.

Throughout every phase, CIVIC retains responsibility for humanitarian operations, safeguarding, fiduciary oversight, legal compliance, and accountability to conflict-affected communities.
By approving this proposal, the community agrees that the CIVIC ecosystem should grow through a model of progressive decentralization, where opportunities for community support and stewardship expand over time in line with the maturity of the ecosystem and the requirements of responsible humanitarian action.
The community also authorizes CIVIC to develop future governance proposals that gradually increase opportunities for meaningful participation while preserving the organization's humanitarian obligations and duty of care.
